The Safe Load Program (SLP) is a prerequisite for anyone needing to enter a petroleum facility to load bulk petroleum product.
SLP has been prepared to provide generic introductory training for drivers entering oil industry terminals and depots, and it is intended to ensure the safety of personnel and the protection of facilities at oil industry inland storage and distribution facilities throughout Australia.
SLP consists of 5 modules:

The SLP is required for anyone who needs access to petroleum terminals and bulk fuel depots in NSW and nationally. This includes:
If your role requires entry to a petroleum terminal, you need an SLP licence card. Without it, site access will be refused.

The Safe Load Program is delivered over one day, commencing at 3:30pm on Day 1 of the Dangerous Goods Licence course. This structure allows DG licence students to complete both qualifications in a single training block at Kells Safety Centre — saving time and travel for NSW operators.
The SLP course fee is $385 per person. In addition, a separate SLP card fee of $200 is payable directly to SLP Administration. Kells Safety Centre manages the card application process on your behalf, so you can focus on the training.

Most petroleum transport operators in NSW complete both the Dangerous Goods Licence (TLILIC0001) and the Safe Load Program at the same time. Kells Safety Centre schedules both courses back-to-back at Wetherill Park and Wollongong, giving you both qualifications in one training block.
